Upon reaching his majority Ernest Guild attained a position of Honor and Trust in our Town Govern- ment and served with unparalleled efficiency and honesty until his retirement a few years ago. His knowledge of Town Government was un- limited, and his sound counsel and advice was M- ways freely give. He was a God-fearing man who lived simply with his family--an excellent husbund-- a kind and devoted father--a gooa neighbor. His labor amongst us will always be re- membered. Article 6. To see if the Town will vote to pay the sum of seven hundred dollars ($700.00) for the Edward J. Beatty Post, No. 24, of the American Legion, in accordance with Chapter 254 of the Acts of 1920 of the Massachusetts Legislature which authorizes Cities and Towns to appropriate money, based on taxable valuation, to provide suitable headquarters for Posts of the American Legion and raise and appropriate money for same, or take a.~y other action relative thereto. Article 7. To see if the Town will vote to raise and appro- ate four hundred and fifty doll.ars .($450.00) for the observance of Memorial Day, or take any other action relative thereto. Article 8. To see if the Town will vote to accept as Trust Funds in accordance with the provisions of Seeton 19 of Chapter 114 of the General Laws, all money that has b~ bequeathed or given to the town during the year 1943 for the purpose of establish- ing trust funds, the income of same to be used for perpetual care of certain burial lots in the Canton Cemetery amounting in the aggregate of $950.00 or take any action relative thereto. 55 ANNUAL REPORT OF THE TOWN OF CANTON Article 9. To see if the Town will vote to transfer from the Excess and Deficiency account the amount to be specified by the State Tax Commissioner as free cash, the amount to be applied to the appropriations made during the year 1944, or take any other action relative thereto. Article 10. To see if the Town will vote to authorize the Selectmen to list in alphabetical order, the names of men and women in the service of the Armed Forces of the United States, and to continue said listing, as necessary from time to time, on a monument known as "The Honor Roll" erected on the Town Hall grounds, and raise and appropriate a sufficient sum of money for the maintenance and upkeep of the same, or take any other action rela- tive thereto. Article 11. To see if the Tow~ will vote to appropriate from SURPLUS REVENUES account, a sum of money for the purchase of War Bonds or other Bonds that are legal for Massachusetts Savings Banks, such bonds to be held in the custody of the Town Treasurer. The funds derived from the sale of such investments, including the interest thereon, to be used as a Post War Rehabili- tation Fund in accordance with provisions of Chapter 5, of the Acts of 1943. Article 12. To see if the Town will veto to raise and ap- propriate the sum of $1,000.00 for Chapter 90 maintenance, said money to be used in conjunction with any money which may be al- loted by the State or County, or both, for this purpose, or take any other action relative thereto. Article 13. To see if the Town will vote to either elect from the floor or authorize the Moderator to appoint a Committee to serve on Post War Rehabilitation, or take any other action relative thereto. Article 14. To see if the Town will vote to raise and appro- priate the sum of twelve thousand dollars ($12,000.00) to be ex- pended for plans, surveys, 'etc., or projects to be formulated by Post War Rehabili~.tion Committee, or take any other action relative thereto. Article 15. To see if the Town will vote to authorize the Se- lectmen to appoint a Town Accountant and abolish the office of Town Auditor, in accordance with Section 55, Chapter 41 of the Gen- eral Laws, or take any other action relative thereto. To see if the Town will vote to clear the litter daily from the business section of Washington Street, said work to be done under the supervision of the Highway Department and to raise and appropriate sufficient money for the same. Article 24. To see if the Town will vote to appoint two (2) Permanent Chauffeur Firemen to be stationed at Ponkapoag and appropriate the sum of $3,327.50 or take any other action relative thereto. Gentlemen: I am e.~closin~ herewith a day by day account of my services as Town Counsel during the last six months of 1944. Unfortu- nately I did not keep such an account for the first six months, but it is fair for you to assume that a comparable amount of services were rendered for that period of time. A large part of my work during the past year has consisted of closing out a great number of tax title accounts that have accu- mulated over a period of years. I have succeeded in removing from the Town Treasurer's books ar[ tax titles that were ripe for disposition and $9,360.25 in cash was collected by the Treasurer in sales, redemptions, etc., during 1944. Eight petitions to foreclose all rights of redemption were filed in the Land Court and all of these have been concluded except two; one of the remaining two involves approximately $8,500 of the Town's money a.~d in con- nection with this petition the Court has granted my petition to foreclose all rights of redemption and has. given the respondents until February 2, 1945 to redeem by paying all taxes, costs, inter- est, etc., to that date. I have pending at the present time i.~ addition to the above mentioned two petitions in the Land Court the following matters: 1. A petition and bill before the Massachusetts Legislature providing for the establishment of a right of way over M. D. C. land from Randolph Street to the Ponkapoag Pond. 2. One case before the Appelate Tax Board. 3. Two suits for personal injuries and property damage in the Norfolk Superior Court. In each suit the ad damnum is $15,000 and the plaintiffs allege a statutory defect in the highway. 4. The Town's interests under the will of Dr. A. T. Cabot. WHITTY, Chief. 145 ANNUAL REPORT OF THE TOWN OF CANTON ANNUAL REPORT OF THE FIRE DEPARTMENT To the Honorable Board of Selectmen and Citizens: The following is submitted as the 60th report of the Canton Fire Department for the year ending December 31, 1944. The Board of Fire Engineers recommend for the payment of permanent firemen, call firemen, maintenance of the Fire Alarm System, purchase of hose, equipment and ordinary running expenses au appropriation of $24,470.24 for the year ending December 31, 1945. On December 29, 1944 the Board of Fire Engineers accepted and put into service a type 85 triple combination pumping engine of 750 gallon capacity. This engine was manufactured by the ~ack Motor Corporation and passed the necessary requirements of acceptance tests conducted by the New England Fire Insurance Rating Association. Overhead doors have been installed at both stations, an open- ing has been made in basement of Central Station to house Engine 1 purchased in 1925, for the Board deems it wise to keep same for the duration. Station 2 is being renovated for living quarters. · All the above is in accordance with plans submitted by competent architects. The Fire Alarm System was greatly hampered during the year by high winds and hurricane, it was necessary to purchase 5 new boxes. The personnel of the Fire Department has been reduced by 35 per cent due to same serving in the Armed Services, therefor the Board of Fire Engineers realizing that this report reaches every home in the Town, that we ask you, please, to be extremely careful of all hazards during all dry and windy periods and dur- ing the winter months. Many alarms of fire could be greatly reduced if you would be more cautious at the time. We are very short of man power and it has been necessary m sound second alarms, also to call upon our auxiliary department to assist from time to time. KENDALL 147 ANNUAL REPORT OF THE TOWN OF CANTON REPORT OF THE HIGHWAY SURVEYOR To the Inhabitants of Canton: I hereby submit my report for the year ending December 31, 1944. The following streets were repaired and surface treated dur- ing the year: M'essenger, Walnut, Church, Plymouth, Wall, Leon- ard, Sherman Avenue, Lawrence, Pleasant, Reynolds, Vaughan, Greenlodge and Ponkapoag Way. Culverts on Bolivar and Washington Streets were badly damaged by excessive rain falls and were repaired by the Higtmvay Department. Approximately three hundred feet of stone drain in Ponka- poag Way was taken out a~d eight inch concrete pipe laid in to replace it. Washington Street from High to Walnut Street was widened and rebuilt with Bituminous concrete. Old sidewalks were repaired on Prospect, Lawrence, Chap- man and Washington Streets. About one third of lower Washington Street sidewalk was built but we were unable to finish it on account of bad weather in the Fall. Your Highway Surveyor recommends the To~vn purchase two three ton trucks to replace two light trucks that have been in service since 1936 and 1937. These trucks are badly worn after so many years service. The trees in parts of the Town where the moth nests were most numerous were treated with creosote and as much more of this work as possible will be done. The moth situation in the Town is in good condition with one exception and I found one lot of land near the Walpole line with a heavy infestation which was sprayed and will be taken care of again this year. GALLIVAN, Superintendent. 149 ANNUAL REPORT OF THE TOWN OF CANTON REPORT OF TREE WARDEN I herewith submit by annual report for the year ending Decem- ber 31, 1944. During the past year the Department removed six trees, four of these trees were removed on Dedham Street. A Pine tree which ~vas dead and dangerous to public travel, two oak trees and one maple tree were removed for the same reason. One Elm tree on Church Street opposite property of Francis Dockray was re- moved after a Public Hearing, and one tree on Chapman Street opposite property of John H. Chadwick, which was decayed and dangerous. The Elm trees on all streets were sprayed with arsenate of lead for the Elm Beetle. The brush in the Town forest was cut and about five cords of wood was cut. During the year overhanging limbs that were decayed and dangerous were removed from over the side-wa]ks and streets. I would like to recommend that the sum of $200 be spent to take care of Town forest. I wish to thank the various officials and the citizens for their co-operation. GALLIVAN, Tree V~arden. 150 ANNUAL REPORT OF THE TOWN OF CANTON REPORT OF THE SEWER COMMISSIONERS To the Inhabitants of the Town of Canton: We herewith present our report of the Sewer Department for the year 1944. At the organization meeting James II. McSweeney was chosen as Chairman. During the year seven more house connections were com- pleted making the total number of connections three hundred and twenty-seven. The complete system has been flushed and cleaned twice and is in good working order. The extension of the main sewer one hundred and fifty feet north from the manhole ox Washington Street near Mechanic, voted under Article 27 of the Annual Town Meeting Warrant has been completed. The seven thousand dollars previously appropriated for the extension of the main sewer from it's most northerly point on Washington Street to a point south of Pond Street has been re- turned to the Town. ~ ' The Department has recommended to the Rehabilitation Committee that particular consideration be given to the connection of the now existing Sewer on Pleasant Street with the Main Sewer at the brook on Sherman Street. Also that the now exist- ing sewer on Chapman Street be extended to connect, with Main Sewer at or near the Neponset Woolen Mills on Neponset Street. The following appointments were made: Bessie Estey, Agent; Mildred Kelliher, Nurse; George Bolling, Milk Inspector; Daniel Toomey, Agent, Burial of Animals; John J. Jablonski, swarded contract for Collection of Garbage; Francis X. McGture, V. M. D., approved Inspector of Meats and Animals. Canton has been most fortunate in the past year in that no serious epidemics occurred. It is hoped that Physicians will con- tinue to co-operate with the Board by making prompt reports of all cases of diseases dangerous to the Public Health. Our Tuber- cular patients and other diseases requiring hospitalization were fewer this year than in some previous years, and the expenses of the Board as a whole were less thereby returning some of the original appropriations to the Excess and Deficiency Fund, to- gether with money received from subsidies, permits and licenses. Any unpaid hills in report for 1944 are bills received too late to be approved for payment. There have been many complaints during the year, all of which were investigated and in most eases corrected. The Col- lection of Garbage was very satisfactory in 1944. It is hoped the inspection of milk will be resumed in the coming year as the State Department of Health considers it of prime importance. They have pre- pared a preliminary pla.~ so that when conditions again warrant the undertaking of substantial municipal improvements, in con- junction with the post-war Rehabilitation Committee a comprehen- sive project for extensive improvements and changes extending over a considerable period of time can be submitted to the town. A proposed change in the Zoning Map and By-law changing to a manufacturing area the district now largely occupied by the American Fire Works Company has received favorable action by the Board and will be submitted to the town meeting. Preliminary steps have been taken looking toward the possible acquirement of Bolivar Pond and an adjacent tract of land for de- velopment into a recreational area of easy access to families living near the center of the town. Regular meetings have bee~ held, to determine the needs of the Town, the Veteran, and its citizens in the Post War Era. Other Committees were found to be functioning to take care of the Veterans. This Committee found itself in the position of ttnding the base to start to build on, as other committees looked to the Town, State and Nation to lead the way, therefor this Committee working in conjunction with the Planning Board, called upon the various Town Departments to submit plans for a fifteen year build- ing plan. This was accomplished by the splendid co-operation of all those concerned. Consideration as to the cost, etc., has been given but is not made part of this report as the Committee feels the Town assembled in Town meeting will decide what part it will play in the future development of the Town, at that time the ap- proximate cost and plans can be supplied. It is with deep regret that we report the loss of one of our members, namely Carl F. Halloran who was always present, and gave his all for a better Canton. The Committee has inserted in the Annual Warrant an article for its continuance in order that it may conth-~ue the work it has now started. A general plan for town improvement has been prepared by Olmstead Brothers, Engineers, and will be subnntted by the Plan- ning Board. The following projects ca.~ all be considered in con- nection with suggestions embodied in this plan. 1. A new High School with modern facilities, etc. 2. Municipal Civic Centre-Auditorium, Gymnasium, Recrea- tion Rooms, etc. 3. Widening and rebuilding of W~hlngton Street, Church Street to She ~rrn~n Street. 4. Construction of sewer in Washington Street from Bolivar Street to the Trunk Line and opposite Canton Journal office to Pond Street. 160 ANNUAL REPORT OF THE TOWN OF CANTON 5. A new water line through Indian Lane to supply York and increase Ponkapoag. 6. Install Gravel packed water wells in suitable ground be- tween Henry Springs and Ward Well. 7. Develop necessary recreation facilities throughout the Town. 8. Change all 4-inch service mains to 6-inch mains throughout the Town in order to reduce fire hazard. 9. Install 12-inch main on Bolivar Street from Shovel Shop to Crane Street, this completes an extra feed line to the Town. 10. l~Iake additional arches through the Viaduct for travel and foot passage. 11. Complete sewerage in Chapman Street to main line. 12. Complete construction of Randolph Street. 13. Rebuild York Street 2.3 miles, straighten and widen. 14. Acquire land for supplementary water supply in the Ponkapoag or Canton Corner area. 15. General sidewalk program throughout the Town. 16. Connect the dead end 6-inch main on Revere Street with 6-inch main on Sherma.~ Street, in order to complete a circuit and reduce fire hazard. 17. Co-replete construction of Pleasant Street, this work not to change the location on the Washington Street end, but to raise the road at the pond and thereby increase the size of the dam, which in turn will protect the center of the Town. 18. Widen Chapman Street at bridge and install traffic rotary at Jackson, Chapman and Everett Streets. 19. Complete sewer on Sherman Street to tie in with one in Pleasant Street. 20. Dedham Street, rebuild, widen, etc., distance 2 miles. 21. Elm Street, rebuild, widen, etc., distance 1% miles. 22. Indian Lane, rebuild, widen etc., distance 1% miles. 23.
